Ladies and Gents toilets

Had lunch in a small cafe this afternoon. Went to the toilet afterwards. The ladies was in use, so I used the gents - they're both identical, one stall each, no urinal.
Do other people do this? When there's only two loos and they're in separate rooms, what is the point of restricting them by gender?

If there's only one stall, I don't see the point of gender restriction, either. Hmm. (Maybe there is some law or regulation that places of public accommodation must have restrooms assigned to each gender?)
