eBay dispute
I'm still in dispute with the seller on eBay, but having checked up on my rights I now know that the worst that can happen when I refuse to pay him is that I get an unpaid item strike.
To date, he's tried to mislead buyers about his insurance costs, lied about accepting credit cards (as opposed to Paypal) and deliberately mislead me about eBays unpaid item policy (threatening to have my account suspended and claiming that he'll lose his item fee).
His current line in our dispute thread is thus particularly laughable - the perils of arguing in English when you aren't a native speaker...

I was under the impression that the seller's fee was refunded whenever a buyer dropped out, regardless of whether an agreement was reached or not. (my wrists have been too sore for me to do detailed research on eBay)
There certainly ought to be some kind of penalty for sellers who set out to mislead people. I'm sure I'm not the only person who refused to pay him.
His tactics are deliberately intimidating. First he tries to imply you've entered a contract and there's no legal way out of it. Then, he threatens to get you suspended from eBay. He's a bulk seller and I'm sure these tactics work against a lot of people.

You do enter a contract when you agree to buy and item, but there are also ways around it and you're unlikely to get suspended because some idiot kicks off. As for penalties for sellers, it's probably restricted to leaving bad feedback unless you can show that they've violated ebay's Terms and Conditions.
